Open Data Access

Public data is published by dataset. Questions are asked about places.

ODA connects the datasets of municipalities, states, federal agencies and European services to one concrete place. Instead of “which datasets exist about noise?” it answers “how loud is it at this coordinate, as of when, and how much should I trust it?”.

The problem

From dataset to place

How portals are organised

Geoportals list datasets by title, publisher and keywords. Anyone who wants to know what applies at an address has to find, open and query every relevant dataset at the right location themselves.

How questions arrive

People and programs ask about a place: is this address in a flood zone? Which standard land value applies here? How far away is the nearest monitoring station?

What ODA does

ODA records where and how each source is queried, queries only the sources that cover the place, and returns every finding with its spatial support, date, licence and limitations.

Evidence and interpretation

Three layers, always labelled separately

Every view shows where a statement comes from. The label is text next to the content, never colour alone.

Publisher evidence

Publisher values, names, licence texts and raw responses. They are shown unchanged and in their original language.

ODA processing

What ODA does with them: place resolution, source selection by coverage, temporal reference, absences and budget limits. These steps are deterministic and traceable.

Experimental interpretation

An optional model answer to one question. It is experimental, not calibrated, and always sits above the evidence it cites — never in its place.
